CA 1946 BISK SHOULDER PLATE WITH PAINTED EYES AND HAIR (MOLDED)
PAINTED CLOSED MOUTH
ALL CLOTH STUFFED BODY INCLUDING HANDS
THUMB IS PART OF HAND
CLOTH LEGS AND FEET
BOTTOM OF FEET HAVE WOOD INSIDE CLOTH SO DOLL CAN STAND
DOLL IS WEARING ORIGINAL COWBOY OUTFIT WITH CHAPS-VEST AND CUFFS WITH BANDANA

Doll is 19" tall with shoulder plate on an ALL cloth, body, Hands-Body-Legs are ALL Cloth, bottom of feet have a flat piece of wood inside cloth that allows doll to stand. Cloth body of doll has metal marks on it where the rivets from the chaps made contact with it, showing the outfit was either original or on the doll for many years. no marking on clothes or doll anywhere.
This boy doll looks like Buddy Lee by H.D. Buddy Lee Merchantile.Co. 1920-1960
Sometimes you see him in a railroad outfit and others like baseball, football and cowboy, but I will double check further for you on Monday this is just off the top of my head.
check to see if the clothing is marked they marked the clothes not the dolls. The mouth looks a bit different so I will look further.
Several manufactures made Boy dolls, will get back
Its hard to find one with the clothhands Here is one below that does have the cloth hands, but shorter than yours

the only factory i have been able to find that made cloth hands in the 1940's maybe because supply shortage because of the war was the Averill - Georgene - Hendren MFG. Co. - Dolls 1915-1965, they made cloth bodies in the 1940's, the felt looking jacket has been pinked which they often used as a finishing for the clothes.
I have checked the Canadian doll Books as well since the two countries exchanged molds. with the metal disks the doll may be earlier the only thing I can say it must be a Georgene - Hendren and from the late 20's to 30's.
